What are the reasons for choosing a lesser developed city rather than already established cities as state capitals?

One of the reasons behind choosing a lesser developed city rather than already established cities as state capitals might be the fact that when a city is chosen as state capital it attracts a lot of development on priority and funding for the same through various means.

If an already established city is chosen then it implies that the city is already at a comparatively better stage of development and there is no point of spending huge funds and developing it further. However, if a lesser developed city is chosen then it will prove to be beneficial to set up a new hub in the city which will prove to be beneficial for the people as well in terms of introduction of better facilities, infrastructure, jobs, housing etc.
